Dude, you have to get into 3d modeling and sculpting! You have no choice here, just do it! If you're rockin' this out in freakin' painter, get ZBrush, and a nice 3d app to go along with it - Maya, 3ds Max, Cinema 4d, something! You'll be amazed at how efficient creating forms and lighting this accurately is, once you master the workflow. Combine that with your painter techniques and you'll make someone's eyes pop out of their head.8-P
The detail here is so rich it would take me a week to see everything. It's hard to make something that busy have good composition, but I think you pulled it off perfectly here, buddy! Having the white horse as the focal point did the trick. The blurring and lightening of the background made for good depth. The idea itself is genius, futuristic, and simply brilliant. Needless to say, nice work! I'd give you a 10 if I could.....

Holy cow this is incredible. Did you draw all of this from scratch by hand? I am decent at perspective, but man this would drive me crazy to work out all of that. This is amazing.
